This is a structural framework, not compliance advice and not an approved response set. Medicare objection handling is bounded by regulatory requirements and by your buyer's rules. Your compliance owner approves the wording; this page only describes how to organise it.
Section 01
Organise objections by reason, not by phrase
A prospect who says “I'm busy”, “call me later” and “this isn't a good time” has raised one objection, not three. Rebuttal documents built phrase-by-phrase end up hundreds of lines long, contradict themselves, and cannot be trained or audited.
Collapse everything into a small set of underlying reasons. Four categories cover the overwhelming majority of Medicare outbound pushback, and each gets one approved response plus a defined outcome when that response does not resolve it.
Timing
The prospect is willing in principle but not now.
Interest
The prospect states they do not want the conversation.
Trust
The prospect questions who is calling or how they were reached.
Information
The prospect asks for detail the fronter layer cannot give.
Section 02
Timing and “not right now”
Timing is the most valuable objection category because it is the only one that reliably converts later. It is also the one most often destroyed by over-handling: a second and third attempt at the same call turns a future callback into a refusal.
One approved acknowledgement, one attempt to establish a better window, then a clean close with a callback disposition. The value is in the disposition, not in winning the moment.

Section 03
“Not interested”
A stated refusal deserves exactly one approved response, and then the call ends. Repeated attempts against a clear no generate complaints, damage the campaign's standing with the buyer, and produce no measurable volume in return.
The discipline to stop is a script decision, not a personality trait — which is precisely why it should be written into the response library rather than left to whoever is on the floor.

Trust and “who are you?”
Trust objections are answered with identification, not persuasion. The prospect wants to know who is calling and why they were contacted, and the approved identification wording already exists for exactly this. Improvisation here is how campaigns acquire compliance problems.
If the prospect asks something the identification wording does not cover, that is an information request — route it, do not invent an answer.

Section 05
Information requests are not rebuttal territory
On a Medicare campaign, questions about eligibility, plan detail or benefits are regulated information requests. They are not objections and must never be handled from a rebuttal library. The correct behaviour is to route the conversation to your human team or to disposition it, exactly as the script framework specifies.
Treating these as objections is the single most common way a rebuttal document creates risk, because it invites a fronter to improvise a regulated answer under conversational pressure.

Turn rebuttals into data
A rebuttal library that is never revised is a static document competing with a list that changes weekly. Coding objections by category turns the library into something you can improve from evidence: if one category dominates unresolved outcomes, either the response is weak or the campaign is reaching the wrong people.

How many rebuttal attempts are appropriate?
One approved response per objection. Escalating attempts against a stated refusal generate complaints and rarely produce measurable volume.
Is this compliance advice?
No. It is a structural framework. Your compliance owner approves the wording and confirms what is permitted on your campaigns.
What if an objection does not fit a category?
Disposition it rather than improvising. Recurring uncategorised outcomes are the signal to add a category, deliberately and with approval.
Should a rebutted yes count as qualified?
Only the answers to the approved screening questions belong in the qualification record. Objection outcomes are tracked separately.
